Bill has a total of approximately 40 years experience in the public sectors of Victoria and Queensland with extensive experience in financial and budgetary management, reporting, financial systems, financial administration, management accounting and funding/resourcing negotiations. He has considerable experience in providing financial and commercial advice on infrastructure procurement including public private partnerships, financial and economic evaluation, project funding, legislative analysis and development (particularly in the areas of toll roads, planning and public works) and risk management and allocation. He has extensive knowledge of, and experience in the preparation and oversight of complex business cases complemented by a sound understanding of probity and governance requirements associated with procurement and contract development and negotiations.
Bill has had extensive involvement in the development of business cases for potential PPPs and has significant exposure to procurement of PPPs.
Bill has a Bachelor of Commerce from the University of Melbourne and is a Fellow of the Australian Society of Certified Practising Accountants, the Chartered Institute of Company Secretaries and the Australian Institute of Company Directors.
